In Rome/Med2, the only choice is to throw money at them constantly to counteract the malus. Med 2 diplomacy is straight up nonsensical because 1) On high difficulty, the relationship deteriorate over time unlike newer TW where it deteriorate based on empire size and long term alliance + common enemy can make up for it. Well 80% of the time, which leave something to be desired but still, mostly functional. As much as people hate on AI diplomacy in newer TW, they are functional.
